ARS Server and Watcher Test software

Runs as an ARS Server or Monitor.

An ARS server is essential when GPS is enabled on radios, as it will minimise bandwidth used by the GPS Radios' default behavior. (Thanks to JtB.)

This uses Motorola's Digital protocol and may need the NetRoute.exe utility to set up the Windows Routing table.
